April 13, 2010 2010 Annual Meeting

                                           TOWN OF RICHMOND
                                              ANNUAL MEETING
                                                   APRIL 13, 2010

The annual meeting of the Town of Richmond was called to order by
Chairman Todd Rehnelt at 7 p.m. on Tuesday, April 13, 2010 as set
forth at the 2009 annual meeting.  There were 33 people in attendance,
including the town board, treasurer and clerk.

The minutes of the 2009 meeting were read by Clerk Preece and approved
on a motion by Bob Ziller and seconded by Rhoda Ziller.

Chairman Rehnelt announced that the meeting will be divided into two
parts:  questions by residents and any new business items.  He then
asked for any questions or comments regarding the 2009 annual report. 
Tom Derrick asked about construction debris being dumped in our
dumpsters and whether we are getting any return on scrap metal hauled
away.  Bob Ziller moved that the annual report be approved, seconded
by James P. Nelson.  Motion carried

John Hopkins asked how the prior nights meeting with the city
regarding 140th St. from Co Rd. GG to 168th Ave. went and what the
results were.  Todd explained that it was all approved so it is moving
forward.   Todd also announced the TRIP D funds awarded to Richmond
Township for 140th St. from Richmond Way to Co. RD. G.  The road
specifications are for it to be 24 feet wide with 6 foot shoulders, in
accordance with county requirements for a road this heavily traveled. 
Jim Nelson asked about bike trails from Richmond Way to Co. Rd. G.  
There is not a definitive answer on this at this time.

Mary Hailey, President of  New Richmond Youth Hockey Association,
explained the hockey program, and that part of their funds are used to
help kids play who can’t otherwise afford it.  She cited that 24% of
players are from Richmond Township, and that there are a total of
approximately 275 players. The city has been the main source of
support, primarily paying utility bills.  Their most recent capital
improvement has been the addition of boards around the outdoor rink,
just recently finished.  Gary Knutson brought forward a request form
that some other towns use, so that requests could be looked at once
each year and be budgeted.  The school district contributes $24,305.00
each year, and Mary Hailey also explained how other towns handle these
costs. Richard Berquist explained the survey sent out in December of
2009 requesting opinions on supporting youth organizations, and other
requesters.   Diane Thompson moved to support the hockey association
in the amount of $7,900.00, seconded by Melissa Thompson.  This motion
carried with 11 people in favor, and 6 opposed.  Warren Bader moved to
take the money out of the park funds, seconded by Melissa Thompson. 
There were 11 votes in favor, and 6 opposed.  Tom Derrick made the
motion to have an advisory board of 7 members look into how park fund
monies should be spent..  This board would consist of 1 town board
member, 1 planning commission member, and 5 residents.  The final
decision on spending would ultimately rest with the town board.  Jeff
Dionsoupolus seconded this motion.  This motion carried with 17 yes
votes and 2 no votes.  Mary Jo Hanson moved to look into having this
same board look into long term plans for supporting other groups,
seconded by Scott Aspengren.  This motion carried with 10 yes votes
and 1 no vote.  

Warren Bader moved to raise the pay of town clerk, treasurer, and
chair by 25% and raise the pay of supervisors by 10%.  Motion died for
lack of a second.

Tom Derrick moved to ban construction material dumped in our dumpsters
and have a box for all metal products.  Gerrit VanDyke seconded this
motion.  Gary Knutson wondered what construction material is and maybe
have a separate dumpster for this.  Motion carried with 7 yes votes
and 6 no votes.

Randy Berenschott moved that the amount for extra jobs for chair be
set at $25.00/hr.  Todd explained that it is not any different then
when he took over from Mr. Bader, but this would just clarify things. 
This motion was seconded by George Albert..  Motion carried with 14
yes votes and 0 no votes.

There was some discussion on animal control costs and how the new
arrangements are working out.  It is too early to tell.

Todd wondered about ATV’s using town roads, which is becoming an issue
in other townships. The county opposes it and the general consensus of
people present was to not support it.

Jim Nelson moved and John Hopkins seconded the motion to increase the
salary of the town clerk, treasurer, and town chair by 10%.  This
motion carried  with 10 yes votes and 4 no votes.  This increase would
not go into effect until the beginning of the next term in April of
2011.  

Arnold Tjelta moved to set next years annual meeting for April 12,
2011, at 7 p.m.  Motion carried with 15 yes votes and 0 no votes.  

Gerrit VanDyk moved the meeting be adjourned, seconded by Warren
Bader. Motion carried unanimously.
