TOWN OF
RICHMOND
ANNUAL MEETING
APRIL 14, 2009
The 2009 annual meeting for The Town of Richmond was called to order
by Chairman Bader at 7 p.m. on April 14, 2009.
There were 21 people in attendance including the town board, clerk,
and treasurer.
The minutes from 2008 were read by Donna Preece. Richard Volkert
moved to approve the minutes, seconded by Warren Bader. Motion
carried.
Leon Kearns questioned the impact fee and how and when it is
collected. He maintains our impact fee is illegal and we have to take
steps to make this legal. Mr. Kearns maintains that there was no
public hearing on the road impact fee. Tom Derrick stated that there
was a public hearing because he was there. He also asked where the
impact fee money is and how much is left. Randy Berenschott suggested
that the new board look into this and make it right.
Gary Knutson asked for a library update. Richard Volkert reported
that they’re still looking only at the middle school as the possible
site, along with perhaps having the police and city garage on that
property. Todd Rehnelt stated that the New Richmond School Board is
also considering a technical school on that property. Warren Bader
said the cost of a new library should be zero and that the county
should share some of the ½% tax imposed when the incinerator was built
here.
Gary Knutson asked about the status of the comp plan and Todd pointed
out that we are on track and that there is a link to that on our
website for anyone wanting more information. Gary also suggested
putting annual meeting notice on radio along with regular meeting
notices. The clerk will follow up on this.
Tom Derrick wondered if we could move meeting back to Monday night.
Gary Knutson wondered how we determine what roads should be worked on.
Todd Rehnelt explained the process that should be followed. John
Hopkins wondered about the status of 140th St. and if it would ever
become a county road. Warren explained that we’ve had no contact from
the city regarding 140th St. and if that road is done from GG to
Paperjack, the city would get the gas tax monies. Gerrit VanDyk asked
about 130th Ave. and questioned all the soft spots. Todd said those
spots will be replaced and all of 130th will be covered over with
another layer of asphalt.
Richard Volkert moved to approve the annual report, seconded by John
Hopkins. Motion carried unanimously.
Warren pointed out that all our funds are kept separately and Randy
Berenschott said we’re not legally required to do so.
The date for next years annual meeting will be April 13, 2010 at 7
p.m.
A round of applause was given to Warren Bader for his years of service
to The Town of Richmond.
Randy Berenschott moved to adjourn, seconded by R. Volkert. Motion
carried.
