APRIL 21, 2009 MINUTES
ORGANIZATIONAL/INFORMATION MEETING
RICHMOND TOWN BOARD
Newly elected chairman Todd Rehnelt called the meeting to order at
6:03 p.m. and welcomed all the new members..
Present were Richard Volkert, David Naser, Gary Knutson, Richard
Berquist, Donna Preece, Tim Scott.
A list of matters to discuss, but not act on was distributed to the
new board.
1. Handbooks for supervisors will be gotten when members attend new
member session in Eau Claire on May 19.
2. Pay for dog calls, town work, etc. will be on May agenda.
3. Pay information was given to all: salary, per diems, pay dates,
mileage, etc.
4. Donna will check on cost of shredder, tape recorder, sign in sign
and report back in May. Town to provide anti-virus to both clerk and
treasurer computers.
5. October meeting date will be left as is.
6. Taping of meetings will continue, with tapes to be kept 1 year.
7. 4H meeting will always be 3rd Monday. Jackie would like a form of
display area for their activities and a resolution to security system.
May agenda.
8. Life insurance for members was done at annual meeting in 1994, in
lieu of pay increase.
9. Dumpster changes will start with meeting with county
recycling-Jennifer Haven.
This will be an agenda item in future. Some concerns: liability, a
punch card system perhaps, more control over money(collect it every
week and deposit), independent contractor status?
10. Impact Fee—Will be on May agenda to resolve. Members given copies
of 3 relevant impact fee ordinances, and corresponding meeting
minutes. Donna to check with NR News to get copy of hearing notice.
11. Close financials at end of month prior to meeting to give
members more time to review them. May agenda.
12. Building permit--$500.00 security deposit action—Berquist to get
information from other townships. Also $1,500 minimum for building
permit. May agenda
13. Clerk will update and put all meetings on website calendar as
she is informed of them.
14. Tim Scott gave a synopsis of his legal background. Also open
meeting information, explained who his client is (Town of Richmond,
not its’ residents), and gave pointers on how to operate a meeting
with respect for each other. He will attend regularly unless there is
an agenda with no need for him.
15. COMMITTEE ASSIGNMENTS;
Ambulance: Gary Knutson, Backup-David Naser
Govt. Entities: Richard Volkert, Backup-Richard Berquist
Fire: R. Berquist, Backup-Gary Knutson
PRP Landfill: David Naser, Backup-Richard Volkert.
It will be a priority to have no more than 2 persons
at any non-township meeting (such as those listed above). This will
not apply to WTA meetings, seminars, district meetings, etc. For now,
only the first person listed above will attend each meeting, until
after Todd has familiarized himself with all the various outside
meetings.
16. A sample agenda was looked at and some changes suggested.
Motion to adjourn was made by R. Berquist, seconded by David Naser.
Motion carried.
