DECEMBER 3, 2009 SPECIAL TOWN BOARD MEETING
RICHMOND TOWN HALL 1428 100th St.
The meeting was called to order by Chairman Todd Rehnelt at 5 p.m. as
posted.
Supervisors present were Volkert, Berquist, Knutson, Naser, Chairman
Rehnelt, Clerk Preece, Planning Comm. Chair Derrick.
The agenda was approved on a motion from Naser and second by Volkert.
City officials in attendance were Mayor Schnitzler, Council Members
Horne, Volkert, Zajkowski and Jane Hansen. Also present Bob Barbian,
Dennis Horner, Dan Koske
And Jeff Durkee from St. Croix Co. Highway Department.
Fred Horne went through the agreement/letter from Richmond Township
regarding 140th St./168th Ave. East of the bridge.
1. On page 1, there is some discrepancy in the measurements.
2. There is agreement on town standards at 24’ wide and 6’ per side,
for a road with this traffic volume.
3. Section 5—Paragraph 2 should be paragraph 3 and the same in section
6.
4. Administration costs will be 10% of bid cost. Should city pay the
10% instead of sharing with the township.
5. In section 7, is the ban on assessments just for this project? It
was agreed that it was.
6. Section 9—The $125,000.00 the township is offering; what about the
cost of cutting down the hill North of 168th Ave.; what about the cost
of the trails.
7. Fred Horne proposed we let bids and then meet again. Because
Powers will not allow access to property for trails, a retaining wall
would have to be built, at a cost of $21,000.00.
8. Jane Hansen suggested that these trails imcrease the value of
adjacent property.
9. The towns percentage share of this project is 44% of 140th ave.,
50& of trails, and 70% of 168th Ave. Bids should be ready for letting
by January and should be back by March. Fred Horne recommends the
town would also have to approve the bids.
10. Section 10—October 31st completion date is not mandated, just a
2010 date.
11. It would be necessary to add legal description of all properties
involved.
12. Bid costs—who would pay? The township would have to pay a
proportional share of these costs.
Dick Berquist wondered about engineering costs which are included in
county estimate. He wants to be fair, pay our fair share, but not be
taken advantage of. Jeff from the county said having the city do curb
and gutter would reduce our costs as there would be no right of way
purchasing costs. Gary Knutson asked if the road is a dead issue
without the trails.
After a lot of discussion and an overview of the pros and cons of this
proposal, Gary Knutson moved to pay the $125,000.00, delete No. 11,
which refers to the payback if any of these roads are annexed;
township would not share any bidding costs, and the township to pay a
maximum of $30,000.00 or 50% of the trail cost, whichever is lower,
with this money to come from the park fund. This motion was seconded
by Berquist. This offer is contingent upon acceptance by the city of
New Richmond by December 15, 2009. This motion carried unanimously.
Dick Berquist is also to contact Darren Powers regarding the retaining
wall.
Volkert moved to begin sign replacement, proposed by the county. The
budget for this proposal is in a letter dated Nov. 24, 2009, with an
approximate cost of $9,685.00. Second by Rehnelt, and carried.
Knutson moved to adjourn, second by Berquist and carried.
