March 30, 2010 Special Town Board Meeting
SPECIAL TOWN OF RICHMOND BOARD MEETING MINUTES MARCH 30, 2010 The special meeting of the Town of Richmond Town Board was called to order by Chairman Todd Rehnelt as noticed. In attendance were Chairman Rehnelt, Supervisors Naser, Knutson, Volkert, and by speakerphone Supervisor Berquist. Also present were Clerk Preece and Attorney Tim Scott. Other attendees signed in were John Kelly, Bev O’Connell, Bill O’Connell, George Szot (?), Dan Koski, Jane Hansen, Bob Barbian, Ronald Volkert, Fred Horne, Jim Zajkowski. The agenda was approved on a motion by Volkert and second by Naser. The following items were brought forward by Chairman Rehnelt as items to be addressed concerning the 140th St. Project.: 1. Contract. The contract proposes a payment by the Town of Richmond of $125,000.00 for their portion of road costs on 140fth St. from Hwy. GG down to and including 168th Ave. West to the bridge. The township share of the proposed trail on 140th St. to be $22,900.00, with the City of New Richmond also paying that amount. The town will have to purchase some right of way land from the Powers family, and that amount is still being negotiated. The amount of land is a tenth of an acre and similar properties and their purchase prices amounts were discussed. Daryl Powers, representing the Powers family, thinks the price of a city lot ($40,000-$50,000) should be the starting point for negotiating. Town attorney Tim Scott recommends hiring an appraiser and going through the eminent domain process. We will also need estimates on fencing. Mr. Scott will begin this process immediately. 2. Trail from Richmond Way to Waters Edge has a cost of $15,000.00, half of which will be paid by the city. 3. Turning Lanes. The total cost of this intersection is $198,000.00 and the city is requesting sharing that cost. The $99,000.00 would only pay for that portion of this road, approximately 900’, to be brought up to county standards. This portion of 140th is included in the present annexation process. Fred Horne says an agreement is available if the town demands no annexing of their road. The bids on this property are valid only until April 25, 2010. Knutson wondered if we could pay for this over a 2 year period. The estimated cost of 140th North from Co. Rd.. G to Richmond Way is $500,000.00 and the Town of Richmond has been awarded a TRIP amount of $238,360.98. Tim Scott suggested the town share the cost of the Powers purchase with the city. 4. O’Connell Driveway. There is a general consensus that something needs to be done, but there are no immediate answers. One of the main problems is bringing emergency vehicles into this area which serves 3 houses. SEH, Dan Koski, and county engineers have all looked at this driveway. Bill O’Connell suggests a 4 way stop sign at Co. Rd. GG and 140th St. to slow the traffic down in this area. There will be estimates gathered on the cost of rebuilding the driveway accessing on to Co. Rd. GG. 5. Future Utility Fees. Consideration is being given to doing a water/sewer loop under 140th from 168th Ave. to Richmond Way. Mr. Horne says there are 3 possibilities: a water impact fee, annexation agreement, or do nothing. Todd suggests leaving the water/sewer lines to another time. A proposal by Fred Horne would have the town pay $80,000.00 toward the Richmond Way/140th St. intersection, which would also include Richmond Township’s share of the cost of the trail from Waters Edge to Richmond Way. Berquist recommends a vote with hard numbers at our April 8 regular meeting.
