October 12, 2009 Richmond Township Special Meeting
SPECIAL RICHMOND TOWN BOARD MEETING MINUTES
OCTOBER 12, 2009, 5 P.M.
The special meeting of the Richmond Town Board was called to order by
Chairman Todd Rehnelt, as duly posted.
Present were Chairman Rehnelt, Supervisors Berquist, Knutson, Naser,
Volkert, and Clerk Preece.
Knutson moved to approve the agenda, seconded by Volkert and carried.
Bid Awards: The bids, opened on October 8, were placed on a
spreadsheet for accurate analysis of each bid. The lowest bid was
offered by Haffner Construction and with some minor changes, Naser
moved to accept the bid for $45,429.00, seconded by Berquist , and
carried. The changes were: Item 4—Use blocks and stucco, instead of
poured concrete in basement, Item 6--Attic Insulation to an R48
factor. Item 9 & 10—Go with upgrades. Also to install new light for
outside front, install sign cabinet (already purchased), and paint the
cupola roof (town to supply the paint). Town will get copy of proof
of liability insurance. A copy of this bid is available for viewing
in town clerk’s office.
Grant Application: In a further discussion on applying for a grant
for renovation project, Volkert moved and Naser seconded the motion to
pursue the grant application at a cost not to exceed $2,000.00. Naser
will assist Popenhagen with grant writing.
140th St. Estimates. Todd shared information on TRIP application for
140th St. No. to GG. He will also submit a TRIP D proposal for 140th
St. No. from Co. Rd. G. He presented the estimates on various
proposals and costs associated with 140th St. for supervisors
information. Todd and Richard Volkert will attend the New Richmond
City Council meeting tonight, October 12, reiterating proposal for
140th St. No. from bridge to Co. Rd. GG already presented.
Budget Amendment: Volkert moved and Knutson seconded a motion to
amend the 2008 budget to include $45,000.00 from park fund for
renovation costs. Motion carried.
MOU Approval for SVRS: Volkert moved and Rehnelt seconded the motion
to sign the agreement with St. Croix County to have them be the
provider for our elections.
Knutson moved and Volkert seconded the motion to adjourn. Motion
carried.
