RICHMOND TOWNSHIP BOARD MINUTES
SPECIAL MEETING SEPTEMBER 1,
2009
The meeting was called to order by Chairman Todd Rehnelt at 6 p.m.
Supervisors in attendance were Naser, Berquist, Knutson, and Volkert.
Also present were Clerk Preece and Planning Comm. Chair Derrick.
Other attendees signed in were: Jim Nelson, Sue Moran, John Kelly,
Ronald Volkert, George Szotkowski, Chris Blees, Bob Barbian, Richard
Hopkins, Bobbie Dale-Wozniak, Morrie Veilleux.
The agenda was approved on a motion by Volkert and second by Knutson.
There was no public input.
The only item on the agenda for this meeting is a
discussion/resolution of 140th St./Richmond Way. Bob Barbian opened
the discussion on the 140th St. and Richmond Way intersection. He
wonders if we can form an alliance and work together for the benefit
of all of our residents. Township residents have expressed support
for this project, especially option 4, to Mr. Barbian. The city has
done further work on this since last meeting as the township has
also.
Todd Rehnelt has concerns about all of 140th St. and, as expressed on
August 31, would like to have an agreement covering all of 140th from
GG to G, including the intersection. He presented a concept of the
town and city sharing cost of intersection; the township
upgrading/rebuilding 140th from the proposed intersection to Co. Rd.
G, and the city upgrading/rebuilding 140th from Paperjack Drive to
Co. Rd. GG.
Gary Knutson wondered if this is already a done deal, and will be done
regardless of participation by school and township. Those city
officials present said that that decision is up to the city council.
Morrie Vielleux presented the opinions voiced by New Richmond School
Board members. The school feels strongly that a road through the
campus, which will at some point have 2,000 students for 9 months of
the year, is not a sensible idea. He questioned the traffic counts
that are being done. Agreements are already in place for the school
to pay their share of widening Richmond Way on the South side of the
road. The school board feels that the traffic counts should be done
after the high school is open and an accurate count can be done. A
chart showing the demographics of where students come from shows about
10% come from South and East of the school. The school has presently
an investment of 1.6 million from Casandra to the turn around,
including water, sewer, etc. Because of safety issues , the school
feels 140th St. should be expanded first, and then Richmond way be
extended.
George Szotkowski stated the traffic count now on Richmond Way to Hwy.
65 is now 3,500. He also presented the percentage projected increase
in school traffic when this road presumably opens. Traffic volume for
non school users also will increase. In a discussion on 140th St.,
the width of this road will need to be 24’ wide plus shouldering.
Adding to the increase of the cost of 140th will be the topography of
the land as some of these hills will have to be shaved for better
sight distances.
Could Hallewood Blvd. be used for emergency vehicles only? If
secondary access for emergency vehicles were the only consideration,
this would be a possibility. They also need to improve access to the
schools. When this road was being studied, a number of people living
on this street did not want it used as entry to school.
A decision will be made soon on this project, and the project will not
be done this year
The meeting was adjourned on a motion by Volkert and second by
Knutson.
